KOMPETENSI KADER MOTEKAR SEBAGAI FASILITATOR PEMBERDAYAAN MASYARAKAT DALAM PENGUATAN KETAHANAN KELUARGA

Penelitian ini dilatarbelakangi oleh pentingnya peran Kader Motivator Ketahanan Keluarga (Motekar) sebagai fasilitator pemberdayaan masyarakat dalam mendampingi keluarga rentan. Meskipun Motekar memiliki posisi strategis sebagai agen perubahan di tingkat komunitas, implementasi perannya masih menghadapi berbagai tantangan. Penelitian ini bertujuan untuk menganalisis kompetensi kader Motekar sebagai fasilitator pemberdayaan masyarakat serta implikasinya terhadap penguatan ketahanan keluarga. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus di Kelurahan Babakan, Kota Bandung. Data dikumpulkan melalui wawancara mendalam, focus group discussion, dan observasi partisipatif terhadap kader Motekar, keluarga, dan pemangku kepentingan. Data dianalisis menggunakan analisis tematik dengan mengacu pada kerangka kompetensi fasilitator pemberdayaan masyarakat. Hasil penelitian menunjukkan bahwa kader Motekar memiliki kompetensi kuat pada aspek relasional-sosial dan edukatif-transformasional, terutama dalam membangun kepercayaan, memfasilitasi pembelajaran masyarakat, dan meningkatkan kesadaran keluarga. Namun, kompetensi teknis-inovatif dan struktural-advokatif masih belum optimal, khususnya dalam perencanaan berbasis data, pengelolaan konflik kompleks, kaderisasi, dan penguatan kelembagaan. Temuan ini menunjukkan bahwa kontribusi Motekar terhadap ketahanan keluarga lebih dominan pada dimensi sosial-psikologis dan legalitas keluarga, sementara dimensi ekonomi dan kapasitas dalam pengembangan jejaring dan advokasi komunitas masih terbatas. Penelitian ini menegaskan pentingnya penguatan kapasitas kader berbasis standar kompetensi untuk meningkatkan efektivitas pemberdayaan keluarga secara berkelanjutan.
